Gopinath Committee-Important Recommendations

Important Recommendations of Gopinathan Committee


1. Revised TRCA w.e.f 01.01.2006 .
Arrears 40% and 60% each spread over two financial years.
2. Allowances – effective prospectively from the date of issue of orders.
3. Present D.A FORMULA will continue.
4. BONUS – Status quo may be maintained.
5. Ex-gratia Gratuity: Entitlement for minimum 10 years service – 16 ½ months basic TRCA ( Maximum Rs.60,000/-)
6. Group Insurance Subscription Rs.50/- (For all GDS)- Insurance cover is Rs.50,000/-
7. SEVERANCE AMOUNT: Eligible after 10 years of service @ Rs.1500/- for every completed year of service ( Maximum Rs.60,000/-)
8. Service Discharge benefit scheme: A contribution of Rs.200/- per month for the duty period of GDS. Fund to be managed by PLI directorate or any other suitable agency to get adequate returns.
9. Financial assistance from welfare schemes: Old rates suggested as the new rates are more than what are given to departmental staff.
10. Maternity leave: 3 months TRCA out of welfare grant and 3 months LWA (substitute be arranged by GDS) FOR FIRST TWO CHILDREN.
11. LEAVE: 20 days paid leave in a year.
12. Present Trade Union Facilities will continue.

AMOUNT OF ADVANCE:
will be the LEAST of the following:-
(i) 34 times the pay in the pay band.
(ii) The cost of construction.**
(iii) Rs. 7,50,000/- ***
(iv) Repaying Capacity.
** 80% of cost in rural areas.
*** Rs. 1,80,000/- in case of enlargement of existing house.
COST CEILING
134 times of pay in the pay band subject to a minimum of Rs. 7.50 lakh and a maximum of Rs.30 lakh
Administrative Ministry may relax the cost ceiling to 25% of cost ceiling mentioned above in the individual cases on merits.

Daily Allowance on Tours-further Clarifications

Clarifications on Daily Allowance
( Employees have Option to choose either old or new DA pattern)
Govt have issued orders clarifying as to the claim of Daily Allowance on Tours after implementation of 6 CPC. Accordingly the Govt. employees have been given option either to choose the DA in old rates( order dated 17-04-1998) or new rates ( order dated 23-09-2008) . The option will be applicable as a complete package for a particular tour. However old cases already settled not to be reopened

Good news for GDS-Gopinath Committee submitted report

The GDS High Power Committee under the Presidentship of Shri.P.K.Gopinath, CPMG, Delhi Circle had submitted its report on 21st January-2009 evening. The Department will consult the staff side before its submission to the Cabinet.

Discussions with DG-P on 13-01-2009

DISCUSSIONS WITH POSTAL BOARD ON CHARTER OF DEMANDS
MEETING TAKEN BY THE SECRETARY DEPARTMENT OF POSTS WITH THE SECRETARY GENERAL FNPO AND GENERAL SECRETARIES OF FNPO AFFLIATES AND RECOGNISED UNIONS ON 13-01-2009 IN THE DAK BHAVAN NEW DELHI

On 13-01The gist of the discussions are as follows:-
1.Constitution of Anomaly Committee:- This will be examined.
2.Vacation of stay in Madras High court on verification of membership : it was informed that the Director (SR) was deputed to Chennai and a Misc application was filed last week by the Department and the Standing council is taking necessary action to vacate the stay.
3.Modifications in Nataraja Muthty committe report: It was assured that the committee headed by Sri PK Gopinath will submit it's report immediately and well before the announcement of the date of general election the implementation will be ensured. Before sending the proposal to the cabinet the unions will be provided with opportunity to place their views.
4.Fixing the wages of RRR/part time candidates on par with the Departmental employees: The issue is being referred to the DOP&T on the advice of Internal Finance.
5.April 2007 strike agreement: An action taken report on the demands has been supplied to the unions. The ATR will be Posted separately. The main demand of filling up of residual vacancies and non filling up of HSGI,HSGII/LSG posts on notional basis ,the Secretary directed the DDG(Estt) to pass instructions to circles to fill up the residual vacancies.On the remaining issues, the staff side will pursue the matter with the directorate on the basis of ATR.
6.Charter of demands submitted by Federations on 15-2-08 : same as item No 5-09 at 1700 Hrs the Secretary Department of posts held discussions with the SG FNPO and General secretaries of affiliated associations and unions in the committee room ,Dak Bhavan,New Delhi on the charter of demands submitted by the FNPO and NUPE Group C separately on 05-01-09
From the official side the postal board members Member(P) and Member (D) and DDG(Estt) DDG(P) Director (SPN) and Director (SR) were present .
The official minutes are yet to be issued.
7.Cadre review : ACP scheme, System Administrators and Marketing Executives.The Secretary Directed the DDG (ESTT) to study proposals submitted by the unions .
Demands submitted by the NUPE Group C 0n 04-01-091.Grant of officiating pay for the officials working in HSGII and HSGI as per FR 56: The staff side pointed out that some of the circles are alllowing officiating pay and requested to issue necessary orders. The Member (P) was asked to take immediate action2.Promotion of Accountants to the cadre of LSG as APM(Accounts) :This will be finalised shortly3.ACP :- After receipt of orders on modified ACP scheme by the DOP&T a special meeting will be called for to finalise the ACP scheme for the Department of Posts
4.Withdrawal of orders not to post officals to single handed post offices second time: The Secretary asked the DDG to reconsider the orders immediately.

Resolutions taken at NUPE Gr-C, All India Conference, Ambaji


The resolution on the Policy & Programme adopted in the 18th All India Conference of National Union of Postal Employees Group ‘C’
held at Ambaji (Gujarat) from 28.12.08 to 31.12.08.

The Postal Department is one of the oldest Departments of the Government of India and has been rendering effective services of mail delivery, remittance of Money Orders and Savings Bank for the members of public for more than 154 years. Whatever the policy decisions are taken by the Central Government is directly affecting the Postal Department. Since, 1984, there is a blanket ban on creation of posts for the past 25 years. The ban on recruitment was also there from 1984 to 1989. After that, during 1989-90, the ban on recruitment was lifted and the recruitments were made. But, after 1991 till now, there are so many restrictions being imposed against recruitment including the worst policy of ADR plan for the past 8 years under Screening Committee being adopted from 2000. had been paving the way for the abolition of 2/3rd posts in recruitment quota and allows only1/3rd recruitment in direct recruitment quota that too not exceeding 1 percent of the concerned Gr.'C’and Gr.D establishment of the particular units/divisions/. Due to this worst policy of the Central Government for 8 years, we have lost nearly 68000 posts rendering the department giving the poor quality of service to the members of public and shouldering the enormous work load and responsibilities by the employees of the department. Hence, this conference insists the Govt. of India either to abolish the Screening Committee or give exemption to the Postal Department from the purview of the Screening Committee and start recruitment to fill up the vacancies forthwith. Besides this, the world level economic recession which is the result of the pursuance of unethical economic activities of globalizations, privatization, liberalization by various Governments has severely affected the economic condition of so many countries including India and causing very much damage to employees resulting in lakhs and lakhs loosing their jobs. Especially, in United States, every month 5 lakh employees are loosing their jobs due to economic meltdown. Same is the case in Japan and European Union Countries. In India, this impact is slow down because of strong foundation of Public Enterprises including Banks, Insurance etc. Though the successive Central Governments tried to disinvest those public sectors including banks and insurance sectors, because of the sustained and consistent struggle of those employees the menace of those sectors were stopped to certain extent.
In our department also, we have been resisting the Government’s proposal of licensing the Postal Services and franchise scheme etc. Therefore, as a part and parcel of the Central Govt. employees, we have to struggle to strengthen the Government and Public Sector services, for abolition of Screening Committee, scrapping of new pension scheme and effective implementation of compassionate appointment scheme, abolition of PRIS scheme, draw backs in commutation of pension policies etc and as a Postal employees we have to fight for filling up of all vacant posts, absorption of RRR candidates, implementation of revised pay to substitutes, ACP and cadre restructuring to remove the Bonus formula, filling up of LSG, HSG II and HSG I vacancies then and there and early formulation of HSG recruitment rules, removing the restrictions in posting the officials in single handed and double handed offices, separate and better pay scales to System Administrators and Marketing Executives, special pay to PO& RMS Accountants to be considered as a part of pay, early filling up of LSG Accountant posts, solutions to the adverse recommendations of the R.S.Natarajamurti’s GDS Committee, Treasurers are paid allowances as Cashiers, qualitative computer accessories and privatization of Postal Department by giving Franchise etc.To realize the above genuine and serious demands we have to go for effective negotiations with the Government / Department. If the negotiations are failed, we should not hesitate to go on serious struggles including strike etc.
